China first said that countries in the patrol mission should be given set areas in the ocean to take responsibility in the Gulf of Aden, Mbt but other countries, like the United States-led Combined Maritime Forces (CMF), initially urged vessels to use the IRTC only.

The IRTC is a stretch of sea along the Somali coast designed as a safer haven for vessels passing between the Gulf of Aden and the Indian Ocean.

The defense ministry official did not elaborate on when the new plan would start, but confirmed that China “may take the rotating chair” of the Shared Awareness and Deconfliction (SHADE) mechanism.

The official added that countries will need more discussions on the term’s launch date and duration.

The Hong Kong-based South China Morning Post (SCMP) reported on Thursday that China last week had been handed the rotating leadership of SHADE, which has been jointly headed by European Union forces and the CMF.

It meant China needed “to send more than the three ships it keeps”, the SCMP said.

But the defense ministry official denied this, saying the SCMP view was “inaccurate”.

More than two years old, SHADE meets  MBT Shoes monthly to maximize coordination and communication among the 40-odd navies now protecting shipping off the Horn of Africa. The meeting last week was held in Bahrain.

While some nations operate as part of international flotillas under the banner of NATO, the EU or the CMF in the IRTC, some operate independently, including China, India, Russia, Malaysia and Iran.

“It’s just a start and still in the exploration stage,” he said.

Liu Zhenmin, China’s deputy permanent representative to the UN, first suggested that countries should patrol the Gulf of Aden according to set areas of responsibility in November last year to improve the efficiency of the mission.

Somali pirates were held responsible for 217 acts of piracy last year, during which 47 vessels, including one from the Chinese mainland, were hijacked and 867 crew members taken hostage. “I think banks have misjudged the deep feelings of the public regarding the devastating effects of the crisis,” said Guillermo Ortiz, until recently Mexico’s central bank governor.

Bankers from outside the U.S., where the bonuses and risk-taking have traditionally been greatest, complain that all bankers are being tarred as MBT Shoe villains. Even banks that acted conservatively face new regulations that could make doing business more complicated and costly.

“The banks who stayed strong are angry at the banks who had poor management,” Robert Diamond, president of the British bank Barclays, said at a debate on rethinking financial-systemic risk.

Iraqi Minister of Health Saleh Hasnawi on Thursday inaugurated a health liaison office at the Iraqi embassy in Amman to facilitate procedures for Iraqis seeking treatment in Jordan, an Iraqi diplomat told The Jordan Times.

Iraqi Ambassador to Jordan Saad Hayyani said the office, which is run by Iraqi doctors, will be responsible for receiving, arranging accommodation for and admitting Iraqi patients to the Kingdom’s public or private hospitals.

“Through this office we will also coordinate with the Jordanian health sector on issues related to training provided for workers in the sector,” the Iraqi ambassador noted.

However, Hayyani said no statistics are available regarding the number of Iraqis who receive medical treatment annually in the Kingdom.

“I do not have specific figures of how many Iraqis receive treatment in Jordan. But there are some patients who are covered by the Iraqi government and others who pay for their treatment,” he said.

According to the Amman office of Doctors Without Borders/Médecins Sans Frontières (MSF), medics affiliated with the organisation in Jordan have conducted some 800 plastic surgeries for Iraqis since 2006.

Colin McIlreavy, MSF’s head of mission in Amman, told The Jordan Times that these procedures were conducted for Iraqis who were burned and disfigured in bombings and attacks in their country.

He noted that these surgeries are classified as “complex” and are conducted in cooperation with the Jordan Red Crescent Society.

According to Private Hospitals Association figures, 45,000 Iraqi patients received medication in the Kingdom’s private hospitals in 2007, while the figure dropped to 39,000 in 2008.

Jordan is home to roughly 500,000 Iraqis, according to various official and unofficial statistics, with around 47,000 recognised as refugees and registered with the UNHCR. Classified as “guests”, Iraqis are afforded essential services such as free education and access to healthcare.

It angers me to see the careless and disrespectful behaviour of many drivers in Jordan.
